Gated community gates in Palmdale: access for fire and sheriff

Palmdale's key access law

Palmdale Municipal Code Chapter 8.41, the Emergency Key Access System, was adopted in 2020. It says certain structures and communities "shall be equipped with a key access system at or near the main entrance, or at such other location as required by the Fire Chief or Sheriff's Captain." The list includes multifamily gated communities and gated communities of single family homes, multifamily homes or both, wherever access is restricted through locked gates.

The code defines a key access system as "one or more UL listed boxes or key panel," and it has to give the Fire Department and the Sheriff's Department separate access. The approved type and location come from those two agencies, so ask them before buying anything.

What the county fire code asks of a gate

Palmdale adopts the Los Angeles County Fire Code, Title 32, as its own. Section 503.6 covers security gates across fire apparatus access roads. Whether your community road counts as one is LA County Fire's call. As posted today, the section says:

• The fire code official must approve the gate, and it needs an approved means of emergency operation.
• A single gate is at least 20 ft wide, unless the road itself was approved narrower. On a divided road, each side is at least 15 ft for residential use.
• Gates are the swinging or sliding type, built so one person can operate them by hand.
• Gate parts are kept working and repaired or replaced when defective.
• Electric gates need an approved way for fire personnel to open them. Locking methods need approval too.
• Electric operators are listed to UL 325, and automatic gates are built to ASTM F2200.

Municode still shows parts of Title 32 on the older state code, while Palmdale's adoption now cites the 2025 edition. Recheck 503.6 once the new cycle posts.

Fire maps and the approach

Parts of Palmdale, mostly the foothills on the south and west, are mapped Very High fire hazard on the state's 2025 map, which the city adopted in August 2025. Check an address on the city's map. For a community up there, emergency access through the gate is not a formality.

Think about the approach as well as the gate. A call box or keypad set back from the gate lets a resident's car or a delivery truck wait off the public street while the gate opens, instead of stopping traffic. The key access point has to sit where fire and sheriff want it, which may not be the call box.

Who pays

Chapter 8.41 is blunt: "All costs for the purchase, installation and maintenance of the key access system shall be carried by the responsible party." Settle who the responsible party is for your gate before something breaks. A violation of the chapter is a misdemeanor, so a dead key switch after a repair is worth fixing quickly.

Before the gate is replaced or automated

• Ask the Fire Chief's and Sheriff's Captain's offices which key access system and location they require.
• If the road is a fire apparatus access road, get the gate, its width and its emergency opening approved by LA County Fire.
• Confirm the operator is listed to UL 325.
• Make sure the key access system still works after any repair, not just the gate.
